New Hospital Capital Project
The New Hospital Capital Project has been established as part of the Momentum: Pathways to Healthcare Programme. It is in response to the Strategic Outline Case, jointly developed by North Tees & Hartlepool NHS Foundation Trust and Hartlepool PCT and Stockton on Tees Teaching PCT.
This project will take the service redesign scoping outputs and undertake the capital planning, development and procurement through to the building and commissioning of the new hospital. The Project Director is Kevin Oxley, Director of Operations at North Tees & Hartlepool NHS Foundation Trust.
Project Board
The Project Board will oversee and lead the development of a business case that makes the case for a new acute hospital set within the context of the Strategic Outline Case (SOC), service models emerging from the wider programme and within an affordability envelope agreed by the Trust and local commissioners of service.
The Project Board will consist of the following core membership:
- Director of Operations – Chair
- Momentum: Pathways to Healthcare Programme Director
- Director of Finance
- Project Consultant
- Project Manager
- Project Accountant
- Legal Adviser
- Procurement Adviser(s)
- Commissioners
There will be the opportunity to co-opt other members onto the Board at various stages of the project and as critical phases of work are in different stages of development.
The Project Board is accountable to the Momentum: Pathways to Healthcare Programme Board.

Project Team
The Project Team has the appropriate and complementary professional, technical or specialist skills who, under the direction of the project consultant, are responsible for carrying out the work through the formation of project work streams to achieve the production of project documentation for the Outline Business Case. Project workstreams have memberships drawn from staff across the Trust.
The Project Team is accountable to the Project Board and is chaired by Jim Brydon, Project Consultant with meetings held fortnightly. Agenda and notes from the Project Team meetings can be accessed by clicking any of the links below:

External Advisors
Land Agents
DTZ were commissioned by the Trust to assist in a site options appraisal leading to the development of preferred site options. The preferred options formed an element of the information used during the required public consultation.
DTZ worked with the Trust and other consultants including cost consultants, highways, mechanical and electrical engineering, project managers, planning and legal advisors to consider the options appraisal in response to the identification of the priority project being the delivery of the new Hospital.

Turner & Townsend LLP has been appointed by the Trust as a specialist consultation to assist with the production of the Outline Business Case.
Legal
Ward Hadaway has been appointed by the Trust to provide external legal advice throughout the project.
